This Touch calibration tool is hidden on Windows 10 and there is no way to access it through the Windows 10 menu system - it can only be accessed through the Run dialog. Touch mapping is easily set by opening the Tablet PC Settings, selecting the Display tab, clicking the button to configure pen and touch displays, and selecting Touch to calibrate.
